Biography:
Bill McLeod was elected to the office of Mayor in April 2001, after serving as Acting Mayor following the passing of the previous mayor in September 2000.
Previously, Mayor McLeod served as a Village Trustee for more than 20 years – many as Deputy Mayor. His interest in government and politics began as a boy in Chicago, and that interest has never wavered.
Since his election to the office of the Mayor, Mayor McLeod has successfully negotiated a boundary agreement with the Village of South Barrington – ending 40 years of acrimony. Electrical service interruptions have been addressed, and the Village continues to work with ComEd to find and correct the problems resulting from an aging infrastructure.
Mayor McLeod has a goal of seeking every opportunity to listen to the concerns of the citizens and business owners in the Village. He and his wife attend almost every Village block party during the summer to thank the organizers and to give residents the opportunity to ask questions and give comments in a relaxed atmosphere. Mayor McLeod successfully advocated the creation of an Economic Development Committee, and served as Chair of the Referendum Committees that brought emergency 911 service, non-partisan elections, and the Village Manager System of government to Hoffman Estates. He was instrumental in the creation of the Hoffman Estates Historical Museum and helped spearhead and guide the development of the highly visible Barrington Interchange. In 2018 and 2019, Mayor worked with the Board and Village staff to secure a multi-million dollar deal with Somerset Development to convert the former AT&T campus into a thriving “metroburb” the likes of New Jersey’s Bell Works. The approximately $200 million redevelopment plan will create an exciting, walkable downtown-style centerpiece for the village, complete with 1.2 million square feet of office space, 60,000 square feet of conference facilities, storage and amenities and 60,000 square feet of restaurant and retail space.
His area-wide service includes serving as a board member of the Schaumburg Regional Air Park, and representing the Village at the Northwest Municipal Conference where he previously served as President and as the Chair of its Economic Development Committee and Co-Chair of the Legislative Committee and Chair of the Transportation Committee. He is a member of the Transportation Steering Committee and Communications Committee with the United States Conference of Mayors. Mayor McLeod serves as a Director of the Joint Action Water Agency, represented Hoffman Estates for 20 years on the Regional Cable Group, and is a former director of the Greater Woodfield Convention and Visitors Bureau.
Mayor McLeod is a long-standing supporter of the environment. He is one of 1,000 U.S. Mayors to sign The U.S. Conference of Mayors’ Climate Protection Agreement. Hoffman Estates received a $600,000 CMAQ Grant to connect bicycle paths in the Higgins Road area and under Mayor McLeod’s leadership, the Village is proposing an additional 15 miles of bicycle paths to the existing 26.5 miles, as well as 50 miles of on-street bike routes and lanes. He also established the Hoffman Estates Sustainability Committee and the Village joined the Wind Turbine Alliance. The Village of Hoffman
Estates constructed a new Police Building and Fire Station, both of which are LEED certified. In 2019 Hoffman Estates was recognized as a SolSmart Bronze community. With the Mayor’s support, the Village participated along with 19 other communities in a SolSmart cohort organized by the Metropolitan Mayors Caucus. SolSmart is a national, points-based designation program designed to recognize communities that have taken key steps to foster the growth of mature local solar markets. SolSmart is led by the Solar Foundation and the International City/County Management Association, and it is funded by the U.S. Department of Energy Solar Energy Technologies Office.
Mayor McLeod served as a Legislative Assistant to an Illinois State Representative for 4 years, was a board member of the Greater Chicagoland Parents of the Hearing Impaired, and was President of the Castleford/Hearthstone Homeowners Association.
Mayor McLeod and his wife Joane live in the Westbury subdivision where they enjoy spending time with their combined eight children and twelve grandchildren. Mayor McLeod’s hobbies include reading, walking and history.
